The Dubai 2040 Urban Master Plan sets out how the city will grow over two decades — guiding where people live, how they move, and how much of the city stays green. It's a roadmap built around quality of life, not just expansion.
Approved by Sheikh Mohammed bin Rashid in 2021, the plan is the seventh in Dubai's history and the most comprehensive. It concentrates growth around five established urban centers, doubles green and recreational space, and prioritizes walkability and public transport.
